Standardize Hold at location option for supported carriers

Is your feature request related to a problem? Please describe. Though Karrio offers the possibility to forward any options offered by shipping carrier APIs, some common options are nice to interact with when they are added to the standardized common Karrio shipping options. Currently, "hold at location" is not standardized
