Can not Set_User_Template();

I can get all User template finger, but I can not restore template finger after it was deleted...

i am also stucked in setUserTemplate are u got solution for this problem if u have any solution please help me to solve it also attached storing and setuser template setusertotemplate.txt getuser.txt
