WIP - Add Tiltfile
This is highly work in progress and experimental but I want to add a Tiltfile that would work for Tilt users. It'll allow developers to live test their changes in ORC.
I don't think it's going to be a big PR and hopefully shouldn't involve too much changes.
Once it works, I plan to add it to have a Makefile target for it too.
I've put a basic PR for now for me to remember to come back to it at some point, after my long PTO.
I don't plan to work on that in the near future, so I'll close it for now.
