Estimated start time at spawn

Hello everyone!

In larger installations with Workload Managers, there is a problem that jobs get queued and cannot be started immediately. I think it would be useful if an estimated start time is displayed when spawning the notebook server, if available.

I have already tested it in our organization and it works quite well.
