Removed labels are not removed from the save file

Hi,

Removed labels are not removed from the save file. I am able to consistently reproduce this bug by following these steps:

1. Open Fiji
2. Open example image (ctrl + shift + b)
3. Open current image with Labkit
4. Remove all labels
5. Add three new labels and draw some blobs.
6. Save Labeling as tif-image e.g. blobs_labeling.tif
7. Remove Label 2
8. Save Labeling as tif-image and overwrite previous labeling blobs_labeling.tif
9. Open Labeling blobs_labeling.tif

Two things happen:

• Color of the labels change
• Label 2 appears back in the Labeling list

The annotation of Label 2 in the image is still gone, which is expected behavior.
