Add Angel Platforms Toggle

Currently, characters drop down from the top instead of respawning on angel platforms.

• You get some invincibility when you respawn from angel plats but not in current state
• Having angel platforms toggleable would also be nice for certain characters like Mega Man and Snake since you can work on Crash Bomber/C4 sticky setups as they're respawning
• Using plugin_outside_training_mode nro, there are no angel plats even in normal modes, would be great to have angel plats to mimic normal gameplay
