Measurement System and Tax Rate

These two values are not currently stored in the cloud, and as a result, users can't have Measurement System and Tax Rates associated to each and every account. This requires me to do some work with parse to add these two fields, probably to the user table (since it's on a per user basis), so that these fields can automatically change based on account.
