Add support for libraries that are not directly associated to any category

Currently libraries have to be associated to React, React Native, Webpack, Browserify, Babel or PostCSS. Although the jobs work for anything that is published in NPM, we only fetch and update metadata for packages that match one of those categories. This would allow us to accept contributions from users regarding packages that don't match those categories.
