ERROR: Unknown target name 'arm-softmmu'

While setting up the development environment, (following this tutorial) when I run ./configure --target-list=arm-softmmu,arm-linux-user to configure QEMU, I get the following error:

ERROR: Unknown target name 'arm-softmmu'

Ubuntu 20.04
