It does not comply with RFC since the space following the ; delimiter is optional. Ref https://tools.ietf.org/html/rfc6265#section-2.2

Could be changed to split( "; ?" ); ; matches the character ; literally (case sensitive) SP? matches the character SP literally (case sensitive) ? Quantifier — Matches between zero and one times, as many times as possible, giving back as needed
