HEVC_QSV Support from Intel MediaSDK

Hello!

Is it possible to add support for HEVC_QSV support? I tried compile myself but i am a linux noob.

I was looking into this figuring out it's non trivial effort. VAAPI (https://trac.ffmpeg.org/wiki/HWAccelIntro#VAAPI) sounds like more strainghtforward option for HW acceleration and there is already docker image for that https://github.com/pocka/docker-ffmpeg-vaapi.

Maybe one could use this gist https://gist.github.com/Brainiarc7/4f831867f8e55d35cbcb527e15f9f116 to build a proper qsv image/template.

That would be very interesting. Is qsv better / faster than vaapi on QuickSync CPUs?
