Make a permission node to give to players that will function similar to allowOp

This already exists in the configuration file vivecraft generates in vivecraft spigot/forge plugin servers. It is usually enabled by default. If you are having issues connecting to your server as NONVR, detail the issue further here or consult us on discord.

If you look in the code you will see it never checks for permissions it will only check if user is OP however it does give a special permission if a non-vr player join the server
