scaling after export is broken on win10 browsers

Currently on Windows 10 with latest Edge, IE, Chrome, or Firefox...

Go to http://www.jqplot.com/examples/barTest.php (which I assume is jqplot 1.0.9)

Click View Plot Image on several charts. The graph is messed up, much larger than it needs to be. This definitely seems to be related to the page zoom. When 100% it looks fine on IE, Edge, Firefox, when 150% it looks too big. Chrome results vary, but the zoom always changes things.

Note that does not happen on latest Mac/Chrome, Mac/Firefox, Mac/Safari or earlier versions of Windows.
