navigation.json Reorder Resources to last

It seems more natural to me to have the resource be ordered last

Not sure I want to do that. Still thinking through the order and naming, so will hold off on making changes just yet. The 'About' page is important, so keeping it on the end of the list generally will mean it gets noticed more (at least for now)
