Update metadata to API v61, add Apex Docs to code, improve help text and descriptions.
I have implemented Cache Manager in my organization therefore it went through code review and was aligned to the current API and I have added as many descriptions as I could. I want to contribute with that changes to your project so others can easily understand how it works. Changes: Add Apex Docs to CacheManager.cls based on similar Nebula logger class and own understanding Renamed PlatformCacheType to PlatformCachePartitionType in CacheManager.cls to align it with Nebula Logger class. Add debug messages in case cache partition is not found to help in case of debugging. Add description to cache CacheManagerPartition.cachePartition-meta.xml Changed package version to 1.0.3 Updated Readme.md by required and optional configuration after installation and how to diagnose cache. Add help text and descriptions based on Salesforce documentation lecture.
