Migrate pre-commit config

pre-commit v4.2.0 displays the following warning:

hook id `<...>` uses deprecated stage names (commit, push) which will be removed in a future version.  run: `pre-commit migrate-config` to automatically fix this.

I have run the command to fix the config.
