Resolves #333: Browser Extension - FinickyHelper for Chrome

The last time any movement was made on browser extensions was back in 2021 using MV2.

This is a MV3 helper extension that will allow users to configure URLs (and URL prefixes) that will get redirected out of the browser to be handled by finicky. http:// -> finicky:// & https:// -> finickys://.

I wrote it today, haven't tested it too much yet, but from what I can tell it's working so far.
