also check settxfee method it doesn't seem to have any effect on transactions still the same 0.00010000 fee is applied even after i set 1.0 fee via settxfee method

pushed a version that sets the txfee to one third the value of amount specified in settxfee, ie. assumes tx size is ~333 bytes
