[BUG] Focus often goes to the element behind the top element (generally after pasting an element)

Describe the bug I often find myself selecting the wrong item because when I hover the element I want to select, the focus goes to the item behind instead. This happens a lot after pasting an element.

To Reproduce

1. Create a new blank canvas
2. Add an element (ex: rounded rectangle)
3. Copy the element
4. Paste the element
5. Hover your mouse over the new pasted element
6. You should observe that the focus often goes to the element behind.

This does not happen systematically, but it does most of the time, so it is not too hard to reproduce. I've also seen it happening in other moments, not only after pasting an item, but less often.

Expected behavior I expect the focus to be placed on the top element when I hover it.

What I expect: the focus stays on the top element so long that my cursor is on top of it.

What actually happens: when I hover the top element at the level of the edge of the element behind it, it focuses on the element behind even though my cursor is hovering the top element.

draw.io version (In the Help->About menu of the draw.io editor):

• OS: Windows 11
• Browser: Chrome 126.0.6478.57 64 bits, I've also observed the problem on Vivaldi browser and the windows app previously
