Describe the bug Error messages are not localized when trying to save a read-only local file

To Reproduce Steps to reproduce the behavior:

1. Go to draw.io
2. Open a read-only local file
3. Try to save it (either manually or automatically)
4. See error

Expected behavior Error messages cleary explain that there was an error saving file
