Thanks for linking to an example. This is likely a bug then. The action should effectively be a no-op when not running in the context of a merged pull request....

Here's a draft PR that adds `trusted_ip` as a resource type. An alternative approach would be to update the `doppler_config` resource to manage the trusted IP addresses instead. https://github.com/DopplerHQ/terraform-provider-doppler/pull/61
