Version agnostisise Safe page and make route from V1 project page

What does this PR do and why?

• Create route for p/[handle]/safe
• Make shared functions for getStaticsProps/Paths in pageLoaders.ts
• Move all projectSafeDashboard to /components
• Move BackToProjectButton to /components
• No UI changes other than /p/[handle]/safe now working.
