Cut a new release of yaml-cpp
The latest release, 0.8.0, was released back in August 2023. I think we should cut a new release with all of the improvements and fixes since then, especially the prettier floating point fix (#1289).
Along with this, we should also publish the new version to the Bazel Central Registry as well.
When doing this, can we update the REQUIRED_VERSION of cmake to go from 3.5 ... 3.22 or newer? Deprecation warnings aren't fun
I second that 😄 I love the library but my company's new policy requires that FOSS components we use have to be maximum year-old. If that wouldn't be too troublesome, could you please make a yearly release? Otherwise we might have to look for another library 😔

Is there any plan to have new version of this library? There was last release in 2023 so it was long time ago.
