Not working with all users

Currently testing out in our school environment; some students are locked out by the extension even though we've listed their user email in the location field and for most other users it's working as intended.

We've tried: • multiple user accounts in the location field; • just the student user account in the location field; • powerwashing; • pushing policy sync;

I tried to add it to the main organization and it worked. However, when I tried ti use it with the sub organization. It did not work. Can anyone help please?
