[Feature Request] ID3v2.3 Support (for Windows)

Unfortunately, Windows only natively supports ID3v2.3, by default ffmpeg uses v2.4.

ffmetadata supports v2.3 in the options property --> parshap/node-ffmetadata#8

Would be great if you could add the ability to change these options or a method of toggling to v2.3.
