Numeric delay does nothing

Changing the numeric delay setting doesn't increase the amount of time that numbers show on screen whether there is another character in the word or just a number. Happens on Firefox 100.0.2 (64-bit) and Chrome Version 101.0.4951.64 (Official Build) (arm64), on M1 Pro MBP.
