High gpu usage

Sorry for my stupid question, but why is the GPU usage in the host still high (about 70-90) when I set GPUResourceAllocationPercentage = 10 ? Actually, I still don't understand what resources are being partitioned, thank you

The reported usage is probably from the VM and then shown on the host if I had to guess
