Ability to keep VPN off when Phone's Always Connect and Phone's VPN Kill Switch Enabled

Description
The VPN should be able to be kept off and not auto connect. Even if the phone's VPN kill switch and the phone's always on VPN setting are both on. This feature is useful if you use two user accounts and put more dangerous apps on one of them. Your want the internet to not be on all the time for those apps so that they don't do any malicious communications in the background.
Describe the solution you'd like
A setting to turn off auto connect. The VPN will never connect itself automatically unless it is set to connect automatically. You may consider a more granular approach and have auto connect based on different conditions like phone booting up, app updating, etc... but the important part is just being able to turn off auto-connect.
Describe alternatives you've considered
Use another VPN app that has this option. Then swap VPN apps when I want that user account to have internet. This is far more time consuming then just connecting the VPN app as I have to go into phone settings and swap the VPNs for always on VPN and phone kill switch.
