support S4Mk3 format

Hi Ivan I'm now maitaining the CMDR editor for 2020. Just first the first release with TP3 support: https://github.com/pestrela/cmdr/releases/tag/0.9.7

At the moment the #1 request is supporting the S4Mk3 format. Annexed is an example TSI. This is currenty failing by having a controlID = -1 (which is supposed to be for generic midi devices only)

I'm assuming that CMDR uses your library directly. Could you please help me by supporting this new format in your library, or by providing my pointers on how to proceed myself? thanks
