Request numpy and scipy builds for python 3.10

The numpy and scipy builds in this repo are for python 3.9. Since Termux has upgraded to python 3.10, I would request builds for python 3.10 if possible. Especially scipy as building this on phone is beyond most users. (Numpy can be installed using pip).
