Implement health status service and page

A service or page that displays the status of the OSM. Service, because this information should later be displayed on the start page if something is red. Ideas for health status:

  • If the DetailAnalysis service is activated, is it accessible and the API key correct?
  • Is there at least one configured WebPagetest server that is reachable and has agents assigned?
  • Is there a valid CSI configuration?
