Installer not detected as installer

The windows installer is not recognized as an installer and Windows does not ask for admin rights when it is run.

What do you mean "detected as installer." What do you see and what do you expect to see?

I expect to see the UAC elevation overlay icon when I look at the installer file in a folder window. Or at the very least on a button inside the installer. And when the file/button is used, I expect to get an UAC elevation prompt.
