IstioOperatorSpec.meshConfig has type TypeMapStringInterface and links to a unhelpful type. This should be a link to https://istio.io/latest/docs/reference/config/istio.mesh.v1alpha1/#MeshConfig

As noted in the source file, this file is copied from the source_repo: https://github.com/istio/api. Moving this Issue to that repo.

This change is needed in istio.io/api/mesh/v1alpha1/config.proto in the release-1.8 branch to update the istio.io docs.
