What is the principle of the order of the languages in the diagram called "Main languages"?

I will show you with concrete case below.

In my opinion, it would be more logical to put HTML in the first position in the list on the right bc it has the largest percentage of all.

if you do not agree, please explain the current principle of the distribution of languages :)
