Lock layout is not working

I have 16 cameras in iSpy. I found the lock layout is not working in main window.

When I click the camera , the camera will bring to front and max, then I click the camera, the camera will min.

But the camera will replace with other camera. the camera position is not the original position.

Please give me advice to fix the bug.
