Reference Section: Broken Links

Hello,

I have gone through the links in the reference section and have found a couple that are broken.

RF.rules: "SEI CERT: Secure C++ Coding Standard" should be "https://wiki.sei.cmu.edu/confluence/pages/viewpage.action?pageId=88046682". However, I am not sure how stable the link is, especially given that the original link has exactly the same format with a differing page ID. They also provide a tiny link: "https://wiki.sei.cmu.edu/confluence/x/Wnw-BQ"

RF.web: "Adobe open source" could be "https://opensource.adobe.com". I say could as I have no idea what the original content of the linked site was. Having said that, the page I have linked states that the last commit to the associated repositories was over six and a half years ago; I wouldn't like to suggest whether or not this would be considered out of date.

I wasn't sure whether it was appropriate to raise a pull request, so erring on the side of caution with an issue!
