Does FGR work for point clouds with large rotation?

Since FGR is global registration algorithm, initial pose is not necessary. Does the algorithm work when the target point cloud is rotated by 90 degrees or more? I am working on RGBD data (partial point cloud vs clean and complete 3D model), but didn't get good results using FGR.
