Update Dynamic Regions documentation to reflect argumentlist change

ArgumentList is now available in Sync-UDElement from Issue: https://github.com/ironmansoftware/issues/issues/1815

The argumentlist section has a note that says that the arguments are static and don't update. Not true anymore.
