Introduce a mechanism to filter objects before syncing

Summary

At the moment there is no way to define a filter for objects which should be excluded from the sync between clusters.

Basic example

Storage artefacts which are not relevant to the end user of the onmetal-api (and not usable in any way) are synced to the root cluster. This behaviour could be improved by introducing a "filter".
