If roundqube mail is disabled, webserver is not available at all

If roundqubemail is disabled with the environmental variable: USE_ROUNDCUBE=NO there are no web services available at all (e.g. iredadmin).

None of the nginx config files are available in the container when this environmental variable is set to NO.
