RevolutionIRC support table

I'd love seeing the Android client Revolution IRC on the support tables, unfortunately I don't have the time to personally look through what it supports and make a PR about it

from checking the ones in revolution's irc library by poking revolution with netcat, it seems to support CAP 302 and requests batch cap-notify multi-prefix sasl (plain and external, but looks like it just ignores sasl 3.2's mechanisms?) and server-time (plus the znc.in/self-message vendor cap)

is it requesting a cap enough for a "Yes" in the support table? or is some further verification required?
