Fails on non-compact IPv6 address

Geo::IPinfo will fail to lookup an IPv6 addresses that are not compact since it uses Net::CIDR to validate the address. However, there's a problem in Net::CIDR::cidrvalidate where it only works with the compressed form but does not compress its arguments.

I've made a pull request against Net::CIDR for this (svarshavchik/Net-CIDR#2), but I can also solve this one once my current pull requests for this repo land.
