Add storage container build into IPDK CLI

Similar to #157, we should add the storage container into the IPDK CLI as well.

We need to understand IPDK CLI use cases and expected functionalities first. We can use this issue as a discussion place for defining this kind of extension. Please elaborate on the current usage and expectations in terms of storage support.
