[Cloud] Cannot communicate with Cloud after error response

When Cloud sends an error response, Lite cannot communicate with the Cloud again. SECURE flag is set for the compilation. Steps to reproduce 1.- Cloud server sample registers in the OCF Cloud using unsecure configuration. 2.- Cloud client sample registers in the OCF Cloud using unsecure configuration. 3.- Cloud client discovers resources. 4.- Cloud client sends a get request to the "/light/1" resource. 5.- Cloud server returns an Unauthorized response. 6.- Cloud tries to discover resources again and it cannot communicate with the OCF Cloud.
