i'm getting the same error on node 20.11.1

[ng] Error: This command is not available when running the Angular CLI outside a workspace.

[ERROR] ng has unexpectedly closed (exit code 1).

    The Ionic CLI will exit. Please check any output above for error details.

I'm getting the same error with node LTS 20.11.1
