What should this feature add?

Would like to have a constant alpha for paint brush, set by hand in color menu. I'm pretty often use brush for smoothing edges or lightly overpaint areas in canvas. For that i'm interchangeably picking color from bordering regions to smooth up transition. Setting back to lower transparency every time color picker used is tedious. This feature could have a toggle checkmark for picking color with alpha from underlying layer or just color alone as it was in earlier versions.
