Add windows to test workflows

this adds windows to the test workflows, but I disabled to run the tests themselves since for some reason the windows runners do not have enough memory (even when specs are the same as for linux https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners#supported-runners-and-hardware-resources)
