Change link anchors from "#" to "javascript:"

Changing hash to `#` will mess up angular-ui-router a bit and it will reset the visual viewport of the browser

Fixed the url for localhost. Changed from 8080 to 8888.

The URL for the localhost link in README.md was localhost:8080. Changed that to be localhost:8888 instead.
