Change logic for uniques <SystemSetting />

It is currently not possible to install 2 packages if each has a <SystemSetting /> tag with the same Name (eg <SystemSetting Name="CSP.DefaultFileCharset" Value="UTF-8"/> ).

I suggest not prohibiting the installation of applications if they have the same Name and Value attributes
