Edit history is auto-generating inaccurate comments

has somehow been constructed from the item metadata, but it is inaccurate since only the recent edit from Cleanup bot has re-imported from marc_loc_2016, which was only created ~30 mins ago, and did not exist in 2008 / 2009.
I'm not sure of assumptions behind these comments, but it could be very misleading in tracing back the reason for the changes. I had thought the comments were set when the edit was made, it's a little odd to see these change based on later events.
Not urgent, but wanting to log this in case it causes confusion when debugging other issues.
